我國於2009年正式簽署世界貿易組織(World Trade Organization, WTO)之政府採購協議(Government Procurement Agree, GPA)後,政府的軍事採購成為獲得工業合作資源之唯一管道,但在學術研究上,仍缺乏檢視工業合作、國防支出與經濟成長間複雜關係的研究。因此,本研究以經濟成長、關係治理結構、歷史制度論、政府角色做為主要之理論基礎,透過廣泛的文獻探討,確認工業合作、國防支出與經濟成長之間的關聯性,提出整合性的研究架構以補研究上的缺口,並透過個案與實證檢視相關的假設。
本研究以中華民國為研究對象,蒐集1951年至2010年間的國家經濟發展與工業合作資料,評估政府國防支出、工業合作政策對國家經濟成長的影響,以檢視我國執行工業合作的成效。研究的主要發現如下:
1.我國政府國防支出對我國國家經濟產出具負向影響關係。
2.我國工業合作計畫價值對我國國家經濟產出具正向影響關係。
3.當我國工業合作計畫價值愈高時,我國政府國防支出對我國國家經濟產出的負向影響就越大。4.我國政府國防支出對我國產業技術實力具正向影響關係。
5.個案分析支持,實證結果則部份支持我國工業合作計畫價值對我國產業技術實力具正向影響關係。
6.實證分析結果並不支持當我國工業合作計畫價值愈高時,我國政府國防支出對我國產業技術實力的正向影響就越大。
