The research on international relations is to maintaining peace, or get did of war, seek justice and increase common interest among nations. Idealism and realism are both rooted their attitude toward the nature of international society. And they are two main paradigms to be considered, whenever a country tried to make foreign policies or take action. Idealist point out that, international law, international organizations, morality and collective security are good ways to build a stable and peaceful world. On the contrary, realists state, "Balance of Power" is much more useful than the so-called "morality, international organizations and law. The world politics has undoubtedly entered a new era since the collapse of the Soviet empire in eastern Europe and the rapid decline of the Soviet Union. The New world Order replaced the old Bipolar Order. Shortly after the New World Order was built up, the ROC's constitutional reform in 1991 was also in progress. And the ROC adopted "pragmatic diplomacy" which would not challenge the PRC's status in any international organization and its official tied with other countries. With the opposition and obstraction of the PRC, the ROC again and again was refused get into the door of the United Nationa, even though the ROC have completely been a democratic, free market country and has won good reputation among nations. Undoubtedly, cross-strait relations had a close connection with ROC's entery into international society. The author thinks, "the Confederation of the Great China" is the best current choice for ROC'S mainland China Policy.
