　　　　　嚇阻理論之研究，係國際戰略與安全研究中重要的命題之一，亦為國際關係學者必備之理論基礎。嚇阻研究的範疇至為廣泛，由純軍事武力之相對嚇阻，擴展至非軍事武力之嚇阻。舉凡政治、經濟、軍事、外交、文化與社會互動，無不構成影響對手決策的要素。結構性嚇阻與決策性嚇阻，是眾多嚇阻理論中，歸結出較為顯著的兩項。前者從較寬廣的國際體系與結構，探討嚇阻的功能與價值；後者則是由行為主體(actor)至決策者的角度，思考嚇阻的戰略決策與運用。本質上，兩者的精神均是著眼於現狀的維持。

　　　　　A study of deterrence, amongst the trends of international strategic and security studies in the early 1950s, became a notable one for its irresistible attractiveness. Because of its value in studying interstate conflict, the study of deterrence has become the key concept for the understanding of "war" and "peace," which has long been regarded as major themes for international relations theory. From the perspective of deterrence theory, structural deterrence and decision-making deterrence offer both an empirical and logical explanation of the workings of bilateral conflict. Structural deterrence theory, taking a broad perpective, starts mainly from the understanding of functions and values of the international system. The decision-making deterrence theory, on the contrary, studies actor behavior and policy maker strategic choices. Funda-mentally, both structural deterrence theory and decision-making deterrence theory base their goals on maintaining status quo.
