一、嚇阻是一個兼具理論思考與戰略實用雙重意義的議題。是理論思考，蓋因嚇阻著重敵我情境模擬；是戰略運用，惟報復決心與實踐能力，方能展現嚇阻具體成效。 二、嚇阻是思考，係緣於歷史文化為國家安全思維的內在動力；是戰略運用，畢竟國家安全不僅要契合國家安全所需，亦有趨動安全設計與實踐的文化動力。 三、因此，嚇阻與國家安全文化同時擁有「變」與「不變」的特性，而其相互關係則是－－以嚇阻體現國家安全文化的戰略思考與運用。
