本研究以90年12月1日縣市長選舉候選人為研究對象，依據全國二十一縣市、金門縣與連江縣，各縣市選舉委員會公告之選舉公報中，各候選人所刊載之相關資料及政見，進行描述統計分析，結果如下：一、各縣市長候選人所提列之體育運動政見中，以「全民休閒體育」相關的D型政見（軟體活動舉辦）為最高，佔37.4%。二、候選人中有提列體育運動政見之當選率高於無提列體育運動政見之當選率亦高於總當選率。三、不同年齡層的候選人中，41~50歲組體育運動政見提出率最高。四、不同教育程度的候選人中，博、碩士組提出率最高，次為大學（含專科）組，高中以下組居最末。五、有提列體育運動政見的候選人中，有體育運動經歷組高於無體育運動經歷組。六、不同職業之候選人中，民意代表組體育運動政見提出率最高，次為公教組，最低為其他職業組。七、各政黨中體育運動提出率，由高而低依序為國民黨、民進黨、親民黨、其他政黨。八、不同地域的候選人中，體育運動政見提出率由高而低依序為中區、南區、東區（含離島）、北區。

This study is focus on candidates in December 1(superscript st), 2001 city and county election. Based on country wide 21 cities and counties, including Kinmen county and Lian-Jiang county, each city’s and county's election committee review posted each candidate's related information and agenda. The further analysis of such is as follows: 1. The most mentioned policy in each candidate's agenda is type D policy, a “whole-citizen leisure sports.” 2. Those candidates who include sports activities in their agenda have higher elected rate. 3. Candidates' ages within 41 to 50 show a greater rate including sports activities in their agenda. 4. Candidates who receive master's or doctor's degree also show a greater rate including such agenda. 5. Sports activities experienced candidates also demonstrate a higher trend in favoring such agenda. 6. Among different occupations, People's Representative group has higher rate in mentioning such agenda. 7. Among different political parties, KMT(Kuo-Ming Tang) ranks highest in including such agenda. DPP(Democratic Progressive Party) ranks second. 8. Area wise, the central area in Taiwan has higher rate in including such agenda, and south rank second.
