The number of high educational institutions has expanded too fast in recent years. Ministry, of Education in Taiwan, the highest educational administration realize the next step is to control the quality of these institutions. For the evaluation to proceed, the goals of high educational institution need to be clearly defined. What ability we need our undergraduate student has? Do they need to possess the most advanced knowledge on some particular area? Or they should enlarge their knowledge on natural world, society and themselves? This paper is mainly concerned about the evaluation process of private universities and colleges in Taiwan. We have discussed the appropriateness of the items as well as the process. Some recommendations have been made to improve the evaluation process.
