戰略可以創造戰爭的模式，戰爭也可以改變戰略的思維。美國在2003年3月所發動對於伊拉克的戰爭，除了在真實的戰場之外，也在「想像」的戰場之中，進行著心理戰略，以瓦解伊拉克的戰鬥意志，期望在最小的代價下，達成速戰速決的戰爭效果。本文旨在透過心理戰略的理論，解構美國在此次對伊的軍事行動中，如何取得優勢的戰爭成果，以及對我國的啟示。本文首先探討心理戰的諸多定義及意涵，概述現代心理戰的發展；再論述美國對伊拉克制訂與採用的心理戰戰略，主要區分為外交戰、空襲戰與戰鬥宣傳戰三個部分，以及它對我國的啟示，最後為結論。本文以為，戰爭的目的將決定戰爭的形式與使用武裝部隊的規模，美軍所設定的目標就是剷除海珊政權，心理戰略的運用利於美國達成速戰速決與平息全球反美情緒的目標，冀期取得日後中東版圖重整的主導權。

　　　　　With strategy convert the warfare, what warfare would zag the logic of strategy. In addition to the real combat field, U.S.-led war against Iraq on March 2003 ignited psychological strategy on imagined combat field. The goal of U.S. was overcame Iraqi army at low cost to establish and rapid dominance. This article analyzes U.S. war against Iraq from the point of view of psychological strategy and the inspiration for ROC. This first part of this study deals with the definitions and implications of psychological strategy. Then come to discuss the modern development of psychological strategy. The third part is to evaluate U.S. psychological strategy against Iraq and divided it into three parts: diplomacy warfare, airstrike and combat propaganda. The fourth part is to adduce some implications for ROC. The finding indicates that the purpose of warfare would determinate the formation of warfare and the scale of military forces. The practice of psychological strategy of U.S. against Iraq rapidly helps U.S. establishes a controlled environment in the Middle East.
