佛羅里達州矯正部是美國政府部門中最早採行策略規劃的機關之一，本研究因此以該部為個案研究的對象，探討策略規劃制度對於公共組織運作的影響，以及在策略規劃執行的過程中，參與者的層級及其被允許參與的程度究竟是否會左右策略規劃的成敗。更明確地說，本研究探討的主題有三：(1)策略規劃制度的推動是否改變了佛羅里達州矯正部 的管理階層以及人員的組織行為?若是，產生了哪些影響?(2)高層管理者以及中低層人員對於策略規劃的感受是否有所差異?以及(3)策略規劃進行的過程中，人員的參與程度是否會影響策略規劃的成效以及參與者對於策略規劃制度的感受?本研究以問卷調查的方式針對以上三個問題進行深度的探討，結果發現策略規劃的確產生了許多良性的影響，但在人員層級以及參與程度方面則也有許多值得未來制度推動者警醒之處。

This research is a case study concerned with the effects of strategic planning on the management of public organizations and the inf1uences of participation and the position level of all organizational member on his or her perceptions about the planning system of the organization. Specifically, this research has investigated: a) the effects that strategic planning has produced on the management of the Florida Department of Corrections; b) how the perceptions of the agency' s senior executives differ from the lower-level organizational members; and c) whether the degree of participation in the planning process influences the perceptions of a state manager about the planning system of his or her organization.
