隨著國際安全環境的明顯轉變，冷戰時期、後冷戰時期、及後911 時期，此三個重要的階段劃分出美國大相逕庭的戰略時空。然而與此三時期美軍軍事事務產生密切關連的重要軍事概念有二：一為衝突光譜的界定；另一為低強度衝突行動的再詮釋。原因在於，出於國家利益考量，軍事行動必須能反映出美國立即且毫無妥協的政治與外交原則，故此軍事行動必須能付諸實踐，合理可行。其次，軍事行動本身並非目的，乃是更高指導原則下的過渡手段，但卻也必須能展現軍事行動的特殊效能，即快速、強大實力、明確指涉與高度可靠性等。基此，本文即以衝突光譜的轉變與隨之調整的低強度衝突行動為主旨，探析美軍在各種衝突光譜的界定中，所展現出的低強度衝突行動實質面貌，以提供對美軍先進軍事思維的再認識。
Along with international security environment obvious transformation, in the Cold War, post-Cold War, and post-911 periods, an extremely different strategic style was presented in those times. However, there are two important military concepts were relating the U.S. military affairs in the three periods. One is the limits of conflict spectrum; another has explained again why the “low intensity conflict operations” showed different forms. Because, based on the national interest consideration, military operations must be able to reflect U.S. politics and diplomatic principles immediately, does not allow to compromise, and can puts to practice. Furthermore, the military action is not a goal, it is under the higher guiding principle transition method, but also can appear the military action's special performance: be quick, powerful, has pointed, and dependable. Therefore, this research was directed a change about" conflicts spectrum " and " low intensity conflict”, and provides us a better perspective to analyze the U.S. military's low intensity conflict operations.
