With the increasing demand on software, the quality of software has taken great influence on the success of an enterprise. Currently, softwares of enterprises were almost developed by project. Project management would be the key to control the quality of software. Therefore, the main objective of this paper aimed at constructing a software project capability evaluation model for improving the development quality of software. A questionnaire was designed by referring the Capability Maturity Model Integration model proposed by the Carnegie Mellon University. The statistic tools were used to construct the factor structure that is suitable for evaluating the software project capability of domestic software enterprises. In this model, the evaluation outcomes were respectively aggregated by three algorithms, the fuzzy simple additive weighting method, the metric distance method and the fuzzy integral method. Two military information departments were taken as the target of empirical verification.
