This article studies the five directions in the educational reform taken by the Participation Government in 2003. The main contents of reform are as follows: (1) education must be extended to a lifelong, giving to all citizens a more adequate knowledge of society. (2) Reexamine the failure of public education, and study the real need so that schools would assume more power and responsibility. (3) Devise a model to raise quality, reduce gap and achieve equality. (4) Train competent person capable to deal with the information and internationalization needs and problems.
