臺灣是一個移民社會,在歷史發展過程中陸續移進許多族群。近年來移民風潮方興未艾,經由跨國婚姻的新移民及其子女人數快速增加,為臺灣社會嵌入新的族群因子。新移民與原住民族二者的社會處境相當雷同,在弱勢地位中面對同化政策與族群歧視。無論其社會地位與權益或學習成就與困難,都需要關切與協助。本文主要參考美國法學界之批判種族理論,透過該理論對於種族主義及各種型式之壓迫的批判,探討臺灣弱勢族群教育的問題。批判種族理論的目的有五項:揭露並批判種族主義、挑戰自由主義的意識型態、促進社會正義的實現、強調經驗知識的重要性、運用科際整合方法。以原住民和外籍配偶之實際經歷而言,臺灣目前仍有族群歧視和族群不平等問題,多元文化只是虛假的表象。未來學校教育應採取批判種族理論的觀點,揭露並批判教育與社會中的種族主義,協助改善弱勢群體的教育成就,以促進社會正義的實現。
Taiwan is noted as a migration society because of its constantly occurring waves of immigration in past four hundred years. Recently, there has been rapid increasing of immigrants through cross-national marriage which have become a new component of the racial composition in Taiwan. Both the new immigrants and the aborigines are minorities in the same disadvantaged situation facing the problems of assimilating policy and ethnic discrimination. Based on the perspective of Critical race theory (CRT) from legalistic study in America, this study intended to analyze the educational issues of disadvantaged minorities in Taiwan. Basically, there are five major goals of CRT: reveal and criticize racism, challenge the ideology of liberalism, achieve social justice, emphasize the importance of experiential knowledge and make use of interdisciplinary approaches. As for the experience from Aboriginal people and foreign spouses, the problems of ethnic discrimination are still crucial in Taiwan. Schools should put CRT into practice, to reveal and criticize the racism in society and education so as to assist disadvantaged minorities improving their educational achievement and make social justice been carried out.
