我國2007 年11 月30 日修正入出國及移民法增定第七章「跨國（境）人口販運防制及被害人保護」專章，為我國在人口販運防制建立一個新里程。2009 年1 月12 日立法院三讀通過人口販運防制法，2009 年6 月1 日開始實施，更為我國防制人口販運因應作為又往前跨一大步。在世界防制人口販運、保護被害人的潮流下；本文首先，對我國最近幾年有關防制人口販運主要作為之做一歷程說明。其次，闡述人口販運被害人保護的法理基礎、人口販運的法律定義、我國防制人口販運之相關法律。接著，分從機關層向、預防層面、查緝起訴層向、保護層向等說明我國防制人口販運之體制面向防制情形。另對我國防制人口販運之運作面：加強保護被害人、預防人口販運案件之發生及積極查緝跨國人口販運犯罪等說明。並探討我國防制人口販運作為之困境與引發省思。最後，結語提出防制人口販運不是只有政府的事，亦是全民的事，也不是做做樣子給聯合國或美國看，而是要真正「對人的尊重」及「對被害人之保護」， 重視、關懷、保護被害人，防制人口販運犯罪工作始克其功的意見。

And to explore the prevention of human trafficking in our country as a reflection of the difficulties with the trigger.
