UK won good prizes in international sports games in recent years, and it's highly related with the sports policies adopted in UK. From the viewpoints of political innovation and policy transition, we will discuss the origins, philosophy of Sports, theoretical foundations and practices of sports reformation from Conservative Party to Labour Party, and investigate the blueprint of British sports governance that toward a great athletic power. We use the literature review method to find out frameworks of the blueprint, these frameworks are organizational reform, interdepartmental relationships, accountability, operations funds, mass participation and international success. It took a decade for UK to make a complete change to earn good prizes, our country is at the critical moment now, we must know more sports reformation experiences of other countries, and pay more attention and patience in the long-distance of reformation, UK's experiences really provide us many ideas. In the conclusion, we will use UK's reforming experiences in organizational reform, accountability and operations funds to give some critics and provide ideas for Taiwan's sports reformation in the future.
