高雄市政府於 2009 年舉辦世界運動會 (World Games),為台灣首度舉辦國際大型綜合運動賽會。大型賽會是否順利成功需賴市民踴躍地參與此大型賽事活動,高雄世運賽會共有 4443 為志工投入實際賽會工作,為世運會舉辦成功之重要關鍵。本研究目的在瞭解世運會志工團運作管理模式及志工參與世運之動機、感受、參與態度及對志工管理之滿意度。透過文獻、深 度訪談與賽會前後問卷調查可知,世運志工管理前期因缺乏經驗,無法有效維持志工。2008 年 9 月後成立「志工指揮中心」,統一招募、訓練、任務分派,有效運作世運志工。志工之主要參與動機為抓住此「一生一次的機會」,對世運志工管理達中度滿意,且經賽會後志工顯著提升其參與此次賽會之正向經驗與意義感,同時表達高度意願於未來擔任賽會或社會團體志工, 有利未來高雄市志工精神的延續與推展。
Kaohsiung city hosting the World Games 2009 was for the first time in Taiwan to hold a sport competition at a hallmark event scale. The value of volunteers in hallmark event has been emphasized. Totally 4443 volunteers participated in the World Games 2009, which was indispensable in terms of economic value and crucial to the success of the event. This study explored the volunteers’ experiences in motives, feelings, attitude of participation and satisfaction, as well as the operation and management of volunteers corps in the World Game Kaohsiung. Through literature review, in-depth interviews and opinion surveys prior-after the event, we found the organizers, in the beginning, failed to retain the World Games volunteers due to lack of experiences of managing event volunteers. Afterward, “Volunteers Command Center”, established in Sep. 2009, took chief charge of recruitment, training, placement, etc., which led to the successful supporting role at the World Games. The primary motive to volunteer at the World Games was “the chance of a lifetime”. However, they were not highly satisfied with the management of Volunteers Corps. Most volunteers had positive feedback and experiences from involving in the mega event. These volunteers showed high intention to participating in future events or social services, which is a beneficial prospect for promoting volunteerism in Kaohsiung city.
