提　　要 一、改革開放後，越南整體國力顯著提升，對南海的開發也越來越積極，並且還大舉建設海軍，以為其武力後盾，使原本即以紛爭不斷的南海局勢更加複雜。 二、越共「八大」，正式確定了「結合國防安全開發海洋的潛能，發展社會經濟，保衛祖國海洋」的「海洋戰略」，使越南海軍積極更購置新式艦船，強化了戰力，對南海諸國造成壓力。 三、「南海各方行為宣言」簽署國之行為與宣言內容背道而馳，形同各說各話的局面，南海爭端仍然無解，甚至在爭端國說一套作一套的情況下，紛爭越演越烈。

Abstract 1. After reforming and open up, the national power of Vietnam is obviously getting rise. The attitude to develop South China Sea is more and more active. Vietnam has put more and more effort to its Navy and as a backup. Those actions complicate the various situations in the South China Sea. 2. Vietnam, The eight, is officially confirmed the“Strategy of ocean＂which are national security with the potential development of ocean, the development of social economy and defend the motherland ocean. The strategy of ocean makes Vietnam investing more money to get newest warships and pressured into the nations nearby. 3. The“Declaration on conduct of parties in the South China Sea＂, the signatories of the declaration on the content of behavior contrary. The dispute in the South China Sea is still unresolved and getting worse.
