在全球高油價、減碳與核災議題逐漸升溫時代下，非傳統油氣能源將扮演著越來越重要的角色。近幾年在美國技術重大突破下，頁岩氣將成為下一個世代重要的新興能源，並開啟改變全球能源結構的「頁岩氣」革命熱潮。本文將針對目前全球頁岩氣發展現況及對整體經濟影響進行探討，另外在頁岩氣發展下，中日韓三國都對能源政策訂立具體目標，台灣也應在現今相關能源政策下，儘早提出因應頁岩氣發展所造成對全國經濟與產業衝擊的相關策略及方法。

In the period of high petroleum price, the issue of global warming and nuclear disaster, the non-traditional fossil energy (shale oil and shale gas) will play a crucial role in the future. Shale gas will become an important emerging energy in next generation because of the breaking development of technology and it will start the revolution of ”shale gas” which changes the global energy structure. This paper discusses the shale gas development condition in the world and studies the effect of shale gas on the global economic. China, Japan and Korea all have made appropriate energy policies based on the development of shale gas. Taiwan shall also make some objective policies to face the effect of shale gas development on the economic and industries as soon as possible.
