It draws particular public attentions that food safety is questionable these days since people, most of them are working classes, eat less home-made instead of more fast food outside. The sinister food becomes a serious social issue nowadays because the food producers make exorbitant profits by mixing, either outdated or harmful, but low-cost raw material into food products which violate national food quality regulations for human health. If the law enforcement department lacks of supervision on such activity or the penalty (imprisonments or fines) are much less than the exorbitant profits, it is impossible to prevent making those products from endangering citizen's health. Current study utilizes operation risk management (ORM) tools to investigate the potential risks of sinister food issues, and conclusions are as follows. The desire on exorbitant profits, lack of law einforcement, light punishment and penalty, and absence of custom inspection on imported raw material are the root causes requiring state law management. The control plan on cadmium rice problem is to construct full-equipped waste water process factory; to enforce inspection frequency; and to break the profit link between administration and manufactures.
