《網路安全法》是中國大陸第一部全面規範網路安全方面的基礎性法律，本法除了對中國大陸境內的個人、組織、網路運營者、關鍵資訊基礎設施的運營者進行規範和處罰之外，不少規定還針對中國境外機構、組織和個人。網路安全和資訊化發展是網路空間存在的兩大基本命題，《網路安全法》正式對網路空間管理作出相關規定，以實現安全和發展要同步推進的總體要求。隨著網路時代的到臨，人民日常生活皆與網路脫不了關係，電信網路詐騙和侵犯個人資訊成為網路時代的新興犯罪，網路安全法正式在此背景下應運而生，不過，中國當局是否會以網路安全保護之名，進行網路監控之實，箝制言論自由，侵犯基本人權，產生寒蟬效應，值得關注。由於兩岸人民交流往來日趨頻繁，中國當局在採取相關措施時，應該考慮對雙方往來可能產生的負面影響。

The Law on Network Security is the first basic law in China to comprehensively regulate network security. Should deserve attention. Due to the increasingly frequent exchanges between the people on both sides of the Straits, the Chinese Communist authorities should take into account the possible negative impact on the exchanges between the two sides when taking relevant measures.
