本文主旨有二：（１）在中觀區域經濟的前提下，從理論上分析地方政府行為與
區域通貨膨脹間的關係；（２）從實證上探討區域通貨膨脹決定的重要因素。本文利用大陸
２７個省、市、區在 1983-1989 年的資料，分別進行短期分析與跨期分析， 實證結果除了
相當支持「通貨膨脹為一貨幣現象」的說法以外，還證實以下二點：（１）地方政府行為與
區域通貨膨脹間存在相當密切的關係。一者，地方政府可以直接透過對於區域實質產出水準
、區域金融機構放款態度、爭取實施有利於本地經濟發展的政策等三個模型內設變數，來影
響區域物價上漲水準。二者，地方政府可能暗中經由貨幣競爭、價格競爭、投資競爭、產業
結構趨同等方式，來影響區域貨幣的投放量，因而間接左右區域物價的上漲率。（２）實證
結果並指出存在區域通貨膨脹決定的其他重要因素，尚未包括在本文的實證模型中，有待後
續研究之探討。
In theory, we analysis the relationship between local government
behavior and regional inflation in Mainland China. First, a local government may
influences a regional inflation through the level of regional product、 the loan
behavior of regional financial units and the regional development policy.
Second, a local government may influences the supply of regional money through
"money competition"、 "price competition"、 "investment competition" and the
equalization of the industrial structures.
In empirical studies, we can prove this hypothesis of local government behavior
and regional inflation and the statement of "Inflation is a phenomenon of
money".
