本文的主要旨趣在於界定組織文化的內涵，解析組織文化分別對政策設計與執行的衝擊。茲為了達成上述三個目的，本文以矩陣的方法，提出界定組織文化所要注意的層面與標的；以積極與消極的闆聯性，闡述組織文化如何影響政策設計與政策執行。
The theoretical interest of this paper to define organizational culture and analyze the impact of organizational culture on policy design and implementation. In order to achieve the purposes, the paper used matrix method to clarify the implications of organizational culture and anatomize the relationships between organizational culture and policy design an implementation both from positive and negative perspertives.
