圖書館設立的目的旨在保障讀者的閱讀自由，本篇論文試圖從館務運作的手段與 組織預期的目標來釋論圖書館行政倫理問題，經由「為什麼需要行政倫理」、「行政倫理 是什麼」與「誰決定行政倫理」等觀點來探究圖書館人群關係的本質，作者期望經由倫理 的思考讓圖書館認清其經營目標，從而得以確切彰顯其應用的功能。

　　　　　The purpose of founding a library is to safeguard free reading. The article intends to illustrate the issue of administrative ethics (through the measures of performing a library and its predicated objects), via the viewpoint of such themes, "why need the administrative ethics?" "what is administrative ethics?" and "who decides administrative ethics?" to discuss the essential nature of librarians human relationship. The author hope through the pondering of the issue of ethics identify the administrative goal of a library: It hopes, henceforth, to reveal the due functions of a library.
