On 4 August 1995, the closing Plenary of the sixth session of the United Nations Conference on Straddling Fish Stocks and Higly Migratory Fish Stocks, which took place at UN Headquarters in New York, adopted the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 Relating to the Conservation and Managment of Straddling Fish Stocks and Highly Migratory Fish Stocks. This agreement was established for the purpose of ssecuring conservation and management of high seas resource. To facilitated the understanding of the development of this agreement, negotions durinng serveral conferences relating to this agreement are reviewed. These most important resolutions carried in each conference are also abstracted. This agreement maybe make a number of impacts on distant water fishery of Republic of China. These impacts can be grouped under the following headings:appling this agreement mutatis mutandis to other fishing entities whose vessels fish on the high seas; reducing the size of fishing fleet on high seas and catch of high seas fishery; imposing heavier duties on the flag state; and prohibiting fishing on the high seas by vessele which are not duly licensed or authorized to fish.
