在資訊數位化及個人化的時代，資訊的取得越來越不需要仰賴特定的時間和地點，
使用決定權完全操縱於使用者的手中。傳統圖書館的作業隨著資訊科技的進步逐漸轉型，電
子圖書館的概念也隨著資訊電子化的趨勢逐漸萌芽，並在種種因素的推動之下，漸露雛形的
面貌。本文針對電子圖書館的影響因素、演變、特性、服務型態及其所衍生的一些相關問題，
如：收費、版權、標準及電子資訊保存維護等問題提出探討。最後，本文並討論電子圖書館
的發展對圖書館組織功能、館藏方向及館員角色轉變等各方面所造成的衝擊。
With the growing availability of information in electronic formats and being accessed on
demand, the concept of the "electronic library" is on its way to becoming a reality. This paper
discusses the influence factors, developments, features and services of the electronic library and
some related issues, such as fees, copyright, standards and preservation of electronic information. It
also discusses the impact of the development of electronic library on library organization and
functions, collection development and the roles of librarians.
