本研究為探討我國建築容積管制之制定與實施，對於都市設計層面相關課題因應 時所需有的態度與看法。研究中先對我國容積管制之演進及制定過程做一番回顧與分析，再 對與我國環境背景相似的香港所實施之建築容積管制的經驗加以剖析及探討，由香港容積管 制經驗中，所呈現具有地區特色之都市意象，與我國建築容積管制與都市設計層面間之契合 相比較，並分析評估兩者之優劣，期望在我國全面實施建築容積管制制度後，具有地區特色 的都市意象能充分的展現，以增加人們對都市的認同感及提昇都市的自明性，並使我國的建 築容積管制，對應各型都市環境特色之塑造時，能更具有彈性。

　　　　　This paper mainly investigates the establishment and the implementation of plot control in Taiwan. Some discussions about the attitude of dealing with the relative issues will be exhibited in this paper. First, the evolution of plot control and the establishment process in Taiwan will be reviewed and analysed. Being the similar environmental backgroup between Taiwan and Hong Kong, the expericnce of plot control in Hong Kong will be examined. From the experience of Hong Kong, the urban image after implementing plot control between Hong Kong and Taiwan can be compared to evalute the strength and weakness each other. Expecting the urban image of region property in Taiwan can be demonstrated sufficiently after overall implementing plot control through the discussion of this paper. And at the same time the identification and well-realization of urban can also be enhanced.
