This study intends to understand the special education classes information, including teacher quality, instructional guidance and administrative practices, through procedures of self-evaluation, so as to provide specific suggestions for upgrading qualities of instruction and services. The results as below: 1. Only 30% of the junior high and elementary schools teachers are qualified to serve in handicapped and special talent classes. 2. Among the survey items, 「subject-matter selection」、「materials enrichment」、「committment and being-respected of teachers」 and 「consistance between teachers' major and application」, there exist significant difference between junior high schools and elementary schools.
