Building up a prosperous agricultural and fishery village for the aims of "wealthy" and "natural" rural society has become the most important target of the "Over-Century" agricultural construction for the Council of Agriculture. It has been realized that jobs on agricultural and fishery village planning and construction are essential measures for the promotion of rural development. Among the agricultural and fishery village constructions include large scopes and aspects such as living improvement and infrastructure, industrial development and working environment, rural culture, and natural landscape as well as ecological environment etc. These construction activities possess aggregated, integrated, and durable characteristics. In other words, production, living society, and ecology are the major aspects and considerations for the creation of rural economic power and industrial development, the care of rural farmers and fishermen as one kind of decoupled income policy, and the improvement of both aims of natural preservation and landscape maintenance.
