While both Ch'ing official and social were embarrassed by China's neutral status during the Russo-Japanese War of 1905-06, which was fought in Machuria, they carefully watched and reevaluated taht occurrence. They conclueded that not merely technologic strength but also morale and unity accounted for Japanese victory; morale and unity would be helpful to mobilize the mass to revitalize the nation. How the elite to reformulate their perspectives from the Russo-Japanese War is one topic of this article Another topic is the reactions the elite took after introspection. Owing to such kind of relflection and reaction, the trend of late imperial reform movements changed. Technologic build-up still maintained its stand, but more attention was added to the political, soical, managerial, and civil reforms, such as constitutionalism, populist and militarist movements, social welfare reforms, military managerial reforms, and activism toward frontiers. As most previous scholars laid stress on the constitutionalist reforms, this article, by overlooking a lot of documents, public press, literary collections, and so on, would like to discuss other reform movements for the purpose to redress the balance.
