The Republic of China has called for the promotion of Confidence-building Measures (CBMs) across the Taiwan Strait. Mainland China has ignored this suggestion, however. In order to construct a framework for relations across the Strait, it is important that we properly understand Beijing's views on CBMs and related issues. High ranking Chinese officials and Beijing's Defense White Paper have claimed to represent the official PRC position regarding CBMs in the Asia-Pacific area. Beijing, moreover, has also had CBM agreements with Russia and India. This paper explores these issues and considers the feasibility of applying CBMs across the Taiwan Strait.
