本文旨在釐清「失敗國家」的不良體質對「信心建立措施」之效能造成的限制，並且選定朝鮮半島危機作為案例分析的對象。研究發現：首先，政府體質的良窳是影響互信措施成效的根本因素。其次，因為北韓政府的不良體質對信心措施的功效造成阻礙，所以朝鮮半島局勢迄今尚未能達到和平延續的目標。最後，朝鮮半島的互信建構應透過衝突調解、援助提供，以及背景塑造等途徑，使北韓政府孕育出履行承諾的動機與意願。
Confidence-Building Measures (CBMs) have increasingly been a focus of study in recent years. Through the case of the Korean Peninsula Crisis, this article analyzes how failed states exert a negative influence on the CBMs. In sum, we obtain the following findings. First, government capacity is a basic element which determines the efficiency of CBMs. Second, since the conditions of the North Korean Government are ineffective, the Northeast Asia situation remains unstable to this day. Finally, by applying conflict mediation, the supply of aid and background-shaping approaches to the Korean Peninsula will encourage the North Korean Government to fulfill its promises.
