[目的/意義]通過解析國際組織科學數據開放共享政策以便為制定國內相關政策并促進科學數據的開放共享提供參考。[方法/過程]通過對經合組織、聯合國教科文組織、國際科學聯盟、歐盟委員會等8個國際組織科學數據開放共享政策文本的內容分析與主題分析,解析政策的具體內容與特征。[結果/結論]發現國際組織科學數據開放共享政策既注重科學數據開放共享的價值,也重視科學數據的高質量、互操作與知識產權保護,還強調利益相關者的責任擔當。OA重要性聲明、利益相關者責任、數據質量、數據互操作、數據效用評估、知識產權保護等主題是國際組織科學數據開放共享政策不可或缺的內容。我國應該建立健全科學數據開放共享政策體系。

[Purpose/significance] By analyzing international organizations' scientific data open sharing policies,this paper can provide references for the formulation of domestic related policies and the promotion of scientific data open sharing. [Methods/process] According to the content analysis and thematic analysis of scientific data open sharing policy texts of eight international organizations such as OECD,UNESCO,Science International,European Commission,the specific contents and the characteristics of the policies are analyzed. [Result/conclusion] It is found that the international organizations' scientific data open sharing policies not only pay attention to the value of scientific data open sharing,but also to the high quality,interoperability and intellectual property protection of scientific data,and still emphasize the responsibilities of stakeholders. The statement of the importance of OA(Open Access),stakeholder responsibility,data quality,data interoperability,data utility evaluation and intellectual property protection are indispensable contents of the international organizations' scientific data open sharing policies. China should establish a sound scientific data open sharing policy system.
