文章結合國家"八七扶貧攻堅計劃"實施以來我國文化扶貧工作經歷的幾個主要階段,介紹了"十三五"開局之年文化扶貧在觀念體系、制度建設、學術研究等方面的新突破。文章闡述未來幾年文化扶貧研究的三個基本領域:貧困地區公共文化服務產品供給結構改革研究;文化精準扶貧理論基礎、制度設計與實踐探索研究;貧困文化的形成機制、遺傳特性和"內生性重構"研究。要探索有中國特色的文化扶貧研究范式,鼓勵研究者深入貧困村落、貧困家庭,通過大量觀察和深度訪談,了解貧困人口日常文化生活,把握貧困文化的地域性、遺傳性特征及其內在結構、變遷規律,為對策研究的"精準識別""精準施策""精準管理"提供實證依據和數據支持。
The paper introduces new breakthroughs in the concept system, system construction and academic research regarding to national Culture-aid program in the first year of the thirteenth Five-Year Plan. It is believed that future researches in the coming next few years include:the supply structure reform of public cultural service products in poverty-stricken areas,the theoretical basis,system design and practice of precise culture-aid,the formation mechanism, genetic characteristics and endogenous reconstruction. It is recommended to explore the research paradigm of the culture-aid program with Chinese characteristics,to encourage scholars to have a indepth study of poverty-stricken villages and poor families,to shed light on the daily life of the poor through close observation and personal interviews, on the regional elements, genetic characteristics, internal structure and changing laws of the culture of poverty,thus providing empirical evidence and data support for the research on"precise identification","precise policy"and"precise management".
