From an educational perspective, it is internationally recognized that the construction of a learning city plays an important role in promoting lifelong learning among all citizens and formulating a learning-oriented society. Through analyzing supranational organizations such as OECD, the EU, and UNESCO and examining the existing practices in the United Kingdom, Germany, South Korea, and China, this research project has identified three specific aspects of the basic trend of praxis within a learning city. These aspects include(1) the pursuit of public goods through enhancing societal soft power, coordinating development at different educational levels, and individual empowerment;(2) the creation of "primary mission" through constructing the "framework" of popular education and fostering "internal" and "external" educational impetuses, and(3) the improvement of fundamental conditions through studying policies and rules, organizational management, and diverse resources.
