The development of information technology has produced great influence on urban planning. The paper analyzes the progress and limits of those influences from two basic dimensions, namely epistemology and methodology,and focuses on two important directions of information technology development, which are big data and crowd-funding planning. Big data expands the rationality of human kind, but there is no essential change in speaking of epistemology and methodology. Crowd-funding planning has great significances on institutional innovation, in spite of some limitations. Theoretical reasoning is helpful to create a normative framework, which could serve as a logical foundation for implication of information technology on urban planning.
