多元文化主義在形成之初就和少數民族追求公正平等的權利密不可分。當前很多學者將多元文化主義僅看成是少數民族權利理論,而沒有從多民族國家構建的視角來理解和認知多元文化主義和少數民族權利保護的關系,對多元文化主義的具體維度也沒有進行嚴格的劃分。因此本文從事實、理論、政策及意識形態四個維度,對少數民族權利保護的內容、價值意義與實踐效果進行分析,并將多元文化主義和少數民族權利保護置于多民族國家構建之下進行相關探討。

From a historical point of view,multiculturalism is closely related to the right of minorities to pursue justice at the beginning of the formation. The current research presents two features:The first is that there is no strict division of the dimensions of multiculturalism. Secondly,most scholars regard multiculturalism as the theory of minority rights,but not from the perspective of the construction of multi-national countries to understand the importance of multiculturalism. This paper argues that multiculturalism has at least four dimensions. In each dimension, the position of minority rights has different contents,value and practical effect. The protection and maintenance of the rights of the minority nationalities and the construction of the multi nation state are two important aspects of the same historical process.
