題名:模糊灰品質機能展開應用於提升貨櫃碼頭裝卸作業安全

貨櫃碼頭裝卸作業的安全在國際物流配送是重要的一環,而且這些作業深深影響著碼頭作業的效率及服務品質。因此,提升裝卸作業安全及品質的技術需求變得非常重要。本文結合模糊集合理論、灰關聯分析及品質機能展開方法,發展模糊灰品質機能展開(FGQFD)方法確認提升臺灣碼頭裝卸作業安全的技術需求。
首先,介紹所提出的FGQFD方法。其次,本文檢視品質屋矩陣以便於處理安全需求的18個屬性及10個可行的技術需求項目。然後,透過問卷調查進行檢驗安全需求以及它們的重要與滿意程度。接下來,建構模糊關係矩陣以連結模糊決策環境中的技術需求及安全需求。最後,使用所提的方法確認用於改善臺灣貨櫃碼頭裝卸作業安全品質之技術需求項目的優先順序。
研究結果顯示提升裝卸作業安全品質可行的技術需求項目前6項分別為:「實施專業教育及訓練」、「提高人員安全意識及行為」、「建構有效的標準作業程序」、「足夠的安全設備」、「建立良好的安全氣候」及「硬體及設備的定期保養」。此外,本文提供前6項技術需求項目的討論。
The safety of container terminal loading and unloading operations is an important link in international logistics distribution, and such operations deeply affect terminal operating efficiency and service quality. Therefore, the requirements for improving the safety and quality of loading and unloading operations become very important. In this paper, by combining the fuzzy set theory, grey relation analysis, and quality function deployment, a fuzzy grey quality function deployment (FGQFD) approach is developed to identify requirements for improving the safety of container terminal loading and unloading operations in Taiwan.
First, the proposed FGQFD approach is presented. Second, this paper examines house of quality matrices to facilitate handling the 18 attributes of safety needs and 10 feasible technical requirements. Then, safety needs, and their importance and satisfaction degrees, were examined via questionnaire. Subsequently, a fuzzy relationship matrix is constructed to link technical requirements and safety needs in a fuzzy decision environment. Finally, the proposed approach is used to prioritize the technical requirements regarding improving the safety quality of container terminal loading and unloading operations in Taiwan.
The study results show that the top 6 feasible technical requirements for improving the safety quality of loading and unloading operations are: ‘implementing professional education and training,’ ‘enhancing safety awareness and behavior of personnel,’ ‘developing effective standard operating procedures,’ ‘adequate safety equipment,’ ‘establishing a good safety climate,’ and ‘regular maintenance of hardware and equipment,’ respectively. Furthermore, discussions of the top 6 technical requirements are offered in this paper.
