The introduction of Intelligent Transportation System (ITS), and in particular Electronic Toll Collection (ETC) can offer significant benefits to the motoring public. In Taiwan, the freeway toll system may reach a new stage due to the on-going development in ETC system. However in the course of testing, the high number of violation cases and various highly dangerous illegal driving behavior when passing the toll plaza can reveal the importance of traffic engineering planning and the functions of enforcement for the implementation of ETC. Furthermore, unless carefully managed, the vast information flow associated with ITS applications (i.e.,automatic enforcement) can threaten personal privacy, and contravene the community’s privacy expectations. This research forcus base on the enforcement system funtion design and examines ITS privacy issues, particularly in the context of ETC, and discusses steps which toll road operators, consumer groups, and governments might take in order to accommodate the community’s concerns.
