Even though Chen Shui-bian won the presidential election in 2000, he failed to receive the mandate of the majority of the voters. As a result, the process to transform his electoral coalition into the governing coalition had not moved without hindrances, especially the legislative one. Accordingly, the 2001 elections would not only decide the sphere of influence in the next presidential election, but also determine legislative alignments for the Chen Shui-bian in his second half of the term. In this paper, we will with observations of political configurations before the elections. Then, mtra-campe competitions within the Pan-Green and the Pan Blue will be analyzed. Third, we will look into he so-called “Combat Cabinet” installed after the elections. Further, some preliminary assessment of the Chen Shui-bian administration’s performance will be given. Finally, we will provide some thoughts on how electoral system and constitutional arrangements as well need to be adjusted in order to arrive at robust political institutions for political competitions.
