公共圖書館為地方知識入口，提供個人及社團最基本的終身學習、獨立判斷和文化發展的環境。因之，公共圖書館推廣活動的規劃和執行應著重於其教育和文化的內涵。本文首先簡要闡述知識社會中公共圖書館的任務及其在正式與非正式教育上的角色；其次從大學圖書館辦理圖書館利用教育及資訊素養之推廣活動所獲讀者滿意度調查結果情況，以及丹麥公共圖書館與中小學校密切合作以實施圖書館利用和資訊素養活動計畫為例，闡明在現今知識社會裏，公共圖書館的推廣活動內容宜以圖書館利用和資訊素養為主軸，以實現公共圖書館為地方知識入口的使命。

The mission of the public library is to play the role as a local gateway to knowledge, and to provide a basic condition for lifelong learning, independent decision-making and cultural development of the individual and social groups. In this article, the author introduced a survey on reader’s satisfaction of “Library Instruction E-learning Course for freshmen,” which implemented by National Taiwan University Library and “The Reflective Learning Environment” Project in Demark. From the observation of above two activities, the author suggest that the promotion programs of the public library shall be focus on how to strengthen individual’s competencies of using library and information.
