For a long time, the practices of fire departments for fire mostly focus on the installations of fire protection systems and management of fire prevention. Various researches in fire risk assessments for different kinds of building occupancies have been done, however rare researches related to community-based or urban block-based (namely, regional-type) fire risk factors are studied. The research collects the relevant reference and consults the domestic fire statistics and those published by major developed countries via the macro-view. With the proper assessment principle, this study considers the qualifications for fire indexes and selects the value that could measure the fire conditions for each county or city in Taiwan. possible fire indexes include number of fires per thousand households, number of fires per ten thousand people, number of deaths caused by fires per million people, number of injuries caused by fires per million people, average loss per fire incident, etc. Relevant influencing factors: including personnel and equipment conditions of every county or city fire department, population factors, budget of police department, public security factors, disadvantaged minority factors, education factors as well as, factors of living standard and economic level could be regarded as the basis for analyzing the influences of fire indexes.
