近來相關群聚的研究文獻大多同意，在地網絡的徵與交流以及外部連結是產業群聚與創新學習能力發展的關鍵。然而，在地方與全球之互動過程中，訊息與知識如何進一步去轉化與應用在生產系統上，這中間的主要介面就在於廠商的吸納能力(absorptive capability)－廠商從外部資源去辨別、吸收與利用知識的能力，分析知識積累與流動的學習過程。過去文獻對吸納能力的分析架構，僅針對個別廠商內部組織的吸納能力分析，未論及空間群聚所形成的緊密網絡互動關係及制度環境。本文從產業群聚的角度出發，提出群聚吸納的能力的概念與分析架構，將網絡互動的觀念嵌入原有吸納能力的四個面向上，並增加制度環境之分析的研究案例，本文指出透過群聚吸納能力，群聚內廠商可經由緊密的全球與地方網絡互動關係，來獲取、消化、轉型與利用廠商外部/內部的知識以及建構厚實的產業咸境制度，共同提升群聚內廠商的創績效與永續發展。

Recent works on industrial clusters have provided evidences that local networks interactions and external links are the essential keys to the development of industrial cluster and learning capability in a region. In exploring how the information and knowledge to be transformed and applied to the production system during the process of global and local interactions, researchers have found that the main interface mechanism is the absorptive capability which firms can identify, assimilate, and exploit knowledge from external sources to facilitate the learning process of knowledge accumulation and flows. The current literatures only explore the absorptive capability in intra-organizations within a firm. There is a lack of studies on how an industrial cluster shapes the connections between local and global networks and how it reinforces the absorptive capability of inter/intra-industries. This paper thus focuses on the cluster absorptive capacity through an analysis of four absorptive dimensions: knowledge acquisition, assimilation, transformation and exploitation, and its institution surroundings. Using the case of the bicycle industry in Taiwan, this paper discusses that the cluster absorptive capability is developed through the interaction of local buzz and global pipelines, and by this interaction, the firms in the cluster obtain, assimilate, transform, and utilize those internal/external knowledge and build up the institutional thickness of the industry to promote innovation performance and sustainable development.
