中共第四代領導集體的新睦鄰外交政策，像以政治和睦、安全互信、經濟互利等三個面向為目標，試圖建構一個和平穩定的周邊環境。在政治和睦面向，其主要作法是強化與周邊國家政治關係，並透過高層領導出訪，全面提升雙邊關係；在安全互信面向，其具體作法是加強與周邊國家解決邊境領土爭議、與周邊國家建立雙邊軍事互信機制、參與多邊安全機制；在經濟互利面向，其主要策略是在雙邊關係方面加強與周邊國家的經濟合作，在多邊機制方面加強區域和次區域合作，以推進區域經濟一體化。

Under China’s collective fourth generation leadership, Beijing’s good neighbor foreign policy is to follow three approachespolitical harmony, security and mutual trust, and economic common benefits - to construct a peaceful and stable regional environment. Political harmony aims at strengthening diplomatic relations with neighboring countries through exchanges of high-level visits and upgrading of bilateral relations. Security and mutual trust means to resolve border disputes, to establish a bilateral military confidence-building mechanism, and to participate in the multilateral security mechanism. Economic common benefits refer to developing close bilateral economic ties, and strengthening regional and sub-regional cooperation under multilateral regimes to achieve an economic integration in the region.
