「一個中國」原則，在此間是項引起爭議的名詞。目前相關的探討，幾乎都侷限在1949年，兩岸分治後的演變與論爭上。本文的寫作，是希望由一個民國史及外交史的角度，去論證「一中」原則的成形(1900-1950)，實際是早於兩岸分治(1949)。畢竟現代中國的內戰與分裂，並不始於、也不終於1949年；所以「選擇」一個「中央」政府，來加以承認，20世紀的列強們，早已行之有年。若就該原則形成的脈絡，應可追溯到19世紀末，國際對於中國的「門戶開放」與「列強協調」等政策。辛亥革命(1911)爆發後，中國內部罕有寧日，恆常都有兩個以上的政府，並立對峙。多數列強固然嚴守中立，但對「一中」原則，卻意外扮演起維護和仲裁的角色。另外，一次大戰(1914)以來，日本、蘇聯積極在華擴張勢力，美國遂又有「不承認主義」的提出。迨「九一八」(1931)之後，「不承認」不僅成為國聯會員維護「一中」原則、反對日系傀儡政權的共同立場；同時也約束了中國政府的外交行為，形成最早「漢賊不兩立」的雛型。 1949年，中國局勢又起變化。由於毛澤東向蘇聯「一面倒」，加上韓戰的爆發，華府不得不承認，爭取北京溫和派合作，確已暫告失敗。所以1950年6月27日，杜魯門宣佈了著名的「臺灣地位未定論」，「一中」原則至此，實際已存在相當的矛盾性。以致1972年2月的《上海公報》，就該原則只能表示，美國「認知」到中國只有一個、臺灣是中國的一部分云云。以「第三者」的語氣，申明對兩岸主張的理解，是則「一個中國，各自表述」，始作俑者，其非美國乎？

"One China" principle is a controversial issue in the relations across Taiwan Strait; for this reason, the researches in this principle almost focus on the political process after 1949. This article is in an attempt to review the same question by the diplomatic history approach; and of the opinion that the concept of "One China" should be discussed from the beginning of 20th century. As is known to all, the "Open Door" policy had been ascertained by America and Britain in 1900 to prevent the big powers' dismemberment of China; henceforward, keeping her territorial integrity became one of the main conditions of this policy. Additionally, after the revolution of 1911, China had suffered internal separation all the time; therefore the big powers were forced to choose one government from so many competitors as the "central" government in order to negotiate. If we could review these historical processes, maybe have a new perspective on so called "One China" principle.
