在亞太地區，貿易全球化、工業生產及財政問題，將快速化的城市轉變集中在為數不多的大都市之內。在這些都市區內，為爭當國際化大都市的城市間的競爭，伴隨著1997年亞洲金融危機的來臨而日趨白熱化。政府採取強制措施迫使大量公共資源投入，旨在於吸引全球投資的環境建設上，一系列重大的政策應運而生。它們包括相容性的管理和建造更適宜居住的城市環境；新形式下的城市貧困問題，面對日以增長的全球化經濟動盪和空間上的不均衡而造成的經濟反彈能力低下。伴隨著公民社會作為政治事件而日以興起，強調的重點被集中體現在城市本身，而不僅僅簡單地侷限在世界市場中的經濟實體和消費群體上，更有甚者還演變成了各種形式的政治群體的競技場。
