　　直轄市問題的處理無疑是我國政府際關係或行政區劃非常重要的議題之一。目前地方制度改革方向仍然在「去直轄市」、「同級化」、或維持現狀之間猶疑不決，本研究建議直轄市改革議題必須置於全球化的架構當中來思考。關鍵問題在於我國直轄市在全球經濟日益一體化的氛圍下，究竟應該如何策略性的發展？而經由什麼樣的地方政府體制來治理，才能追求預定的發展目標呢？在全球化論述下致力成為「世界城市」或許是一個值得追尋的標地，除了依和個城市的發展稟賦來界定目標之外、亦應該兼顧帶動國內區域發展的在地化論述，追求成為一個「偉大城市」。在國內政經惰勢的考量之下，目前維持直轄市地位透過行政區劃的方式擴大其轄區與機能，並且強化其與鄰近地區的協調機制，以利於其特定發展目標的達成，在強化核心城市與都會區域之後，長期目標則應是朝向直轄市與國內其餘縣市同級化而持續改革。
