In decade, community development in Taiwan follow with the action of localization and gressroot is booming and gets concrete results. Not only at environment maintain, welfare service attainment, health promotion, but also at community security, these items are all present specialization and prosper contents. In the United States, the work of community development has made the history over hundred years. Facing on the problem of multi-population, community function decreasing, citizen interaction decreasing, elderly, the implementation of community development has changed. Generally, community work in United States is direct to professional service and self development. In the United States, the characters of multi-cultural, information technology, globalization, free-economic, population elderly decreased the community traditional function. Therefore, welfare system, civil organization, social enterprise organization takes over the roles of community organization and become important factors in community welfare and service. The authors jointed the visited team of community development by Ministry of Interior to US during the end of 2007. The focus of team is to make exploration and understanding social welfare and community work. After the visitations and observations at academic and professional institutes which include: Alive Center, Community Education Complex, Salvation Army, Girls Incorporated, International Center, Barren River Area Development Agencies. Authors draw conclusions and make suggestions based on observations at community work in rural areas as a reference to the social welfare sectors of government in Taiwan.
