中國的崛起是一個權力增長、利益擴展與責任增加的同步發展過程。中國自1990 年代中期開始提出並實踐「做國際社會中負責任大國」的外交理念。然而，中國是否真的是一個「負責任的大國」呢？其對外的宣示與實際作為是否一致呢？這些問題必須透過檢驗才能夠得到答案。裁軍與軍備管制建制是最敏感的安全領域，也是研判中國對於負責任大國身 分建構最佳場域。本文嘗試從建構主義的角度出發，探討中國對負責任大國形象的塑造方式、國家身分轉變過程、轉變原因及合作質量，並據以研判中國在國際社會中的身分認同程度。
