Taiwan lacks the integrity concerns on the diversity of needs of visually impaired persons for a long time, so the providing services often appears to fragment and inadequate. This paper attempts to collect and search through the literature, to analysis the topic of issues which concern about the needs of visually impaired person in recent years of every domestic professional field, and to analysis the present situation of visually impaired services. At the same time the Goals of the National Agenda by the U.S. and the National Unified Lifeskills Model in Australia to remind front-line service providers should be able to perceive the special needs of visually impaired persons, while all levels of government should be able to integrate all the resources under a full service framework, in order to assist the visually impaired since childhood develop basic life skills, adult independent living for future preparation.
