國際貨幣基金之監督功能在操作上的客體與主要目標，係穩定國際匯率與國際金融環境。基於牙買加協定後國際匯率全面浮動，以及各會員國所採之匯率安排的多樣性，本文首先將聚焦於監督之於浮動匯率的管理與對會員國的行爲規範。最後則以80年代至千禧年前的多次國際金融危機爲本，探究基金暨其監督職能在當下及現今應如何調整。其次，本文以國際經濟法之另一重要構成部分－貿易爲主軸，嘗試在自由貿易與自由匯兌間之不可分性下，論述國際貨幣基金與世界貿易組織間之合作，以及世貿組織會員遵守基金組織協定、簽訂特別匯兌協定，以及其他相關之權利義務。最後則在論述有關外匯管制的歷史觀之後，以基金組織協定第八條第二項爲本，分析各國如何調和內國規範與國際社會之共同目標。本文最後則對國際貨幣基金在國際貨幣法上之監督職能爲一總評，進而確立監督職能與各會員國之內國貨幣法律規範與國際貨幣法間的宏觀架構。
On the side of operation, the primary aim and objective of surveillance of International Monetary Fund (IMF) is stability of international exchange rate system and international financial environment. On account of the fait accompli that floating rate comprehensively after Jamaica Accords and variety of exchange rate arrangements, the core of discourse would be the IMF's regulatory function and code of conduct. With the coming of millennium, the challenge and the chance of Fund surveillance would be analyzed in context of financial crisis in 80's and 90's. Another axis surveillance turned on is international trade-another pillar of international economic relation. In international economic regulations, surveillance is crystallized into inseparability between free trade and currency convertibility by dint of cooperation between IMF and WTO, and WTO members' obligations to obey IMF Agreement, to sign special exchange rate agreement, and things. It is also mentioned that how states to reconcile municipal legal system and common goal of international community by reference to Article XIII, Section 2 of Fund Agreement. Finally, the dissertation concluded and condensed research outcomes from chapter two to chapter six and made some comments on the structure of surveillance and international monetary law.
