Ministry of Economic Affairs, R.O.C. has chosen Penghu Island as a pilot case to illustrate the strategies to establish a low-cabon society in Taiwan. To reduce 50% of total carbon emission in Penghu Island, renewable energies should be used in all sectors in the island. The wastes produced from various activities should also be included in a recycle system to build a world-class low-carbon island. This project will be completed in 5 years (from 2011 to 2015), and the total amount of budget is about 80.9 billion TWD.Ministry of Economic Affairs, R.O.C. will execute the project with eight strategies, including renewable energy, energy reduction, green transportation, low-carbon building, landscape engineering, recycling, low-carbon life, low-carbon education. In the future, with widely applied renewable energies and significantly reduced energy consumption, industries can be boosted. The soft competitive strength will also be fostered through public participation and energy education in schools. Eventually, low-carbon culture will be implanted in the heart of the community.After the completion of this project, the generated electricity from renewable energy will exceed the required electricity in Penghu, and carbon emission per person per year will be decreased from 5.4 tons to 2.1 tons. The applications of renewable energy and energy reduction strategies in this project can be an ideal template of how to achieve a low-carbon society for other countries. All the strategies applied for construction of the low-carbon island can also benefit the development of eco-tourism industry in Penghu Island. All the other local industries will be boosted because of the increasing number of eco-tourists.
